California Oil & Gas Attorney With Decades of Industry Experience

California’s energy industry is changing, but the need for experienced legal counsel who understands land, energy projects, and the people behind them has not. Whether you are developing an oil and gas project, negotiating mineral rights, assembling property for a renewable energy development, pursuing geothermal opportunities, or working on carbon capture and storage, the legal and practical issues surrounding the land can determine whether a project moves forward efficiently.

At Reed Energy Law, PC, we bring more than 20 years of legal experience to energy project development throughout California. Led by attorney Alyssa Reed, our firm works with operators, producers, energy companies, property owners, and other parties whose interests intersect with California’s energy and natural resources industries. We understand that every project has different objectives and challenges, and we work to find practical solutions that allow projects and business relationships to move forward.

Representing clients statewide, our practice was born out of Kern County, California’s seat of oil and gas production as well as significant renewable energy development. In the regions where California’s energy and natural resources industries are most active, we understand the local landscape and the importance of working effectively with property owners, operators, local governments, agencies, consultants, and other stakeholders.

Experienced California Energy and Land Counsel

Energy projects are rarely just about energy. Before a project can be developed, the parties involved need to determine who owns the relevant property and rights, obtain control of the land, negotiate leases and easements, address title issues, navigate land use requirements, and coordinate with government agencies and other stakeholders.

That is where our experience can make a difference.

Alyssa Reed brings the perspective of a landman together with the legal knowledge and experience of an attorney. Landmen have traditionally played a critical role in the energy industry by researching property ownership, identifying mineral and surface rights holders, negotiating leases, obtaining easements and rights-of-way, and helping assemble the land necessary for a project. When those practical skills are combined with legal experience, Reed Energy Law can address the legal issues surrounding a project while maintaining a clear understanding of how the underlying land and business arrangements actually work.

We believe that combination is particularly valuable in California. A project here may involve numerous property owners, mineral interests, surface rights, leases, easements, regulatory requirements, local land use restrictions, environmental considerations, and contractual relationships. Problems in any one of these areas can create delays, increase costs, or interfere with a project’s ability to proceed. Our goal is to identify those issues early, develop workable solutions, and help our clients move their projects forward.

Bringing Energy Projects Together

One of the most important aspects of energy project development is bringing the right people together. An energy project can require cooperation among landowners, mineral owners, operators, producers, developers, investors, engineers, geologists, environmental consultants, landmen, government officials, and other professionals. The ability to understand the interests of those different parties and communicate effectively with them can be just as important as understanding the underlying legal issues.

Over the course of more than two decades in the industry, Alyssa Reed has developed relationships and connections throughout California’s energy and land development communities. Those relationships provide practical value when a project is being assembled or an agreement needs to be negotiated. We understand how to work with the people involved in a project and how the different pieces fit together. Whether the issue involves finding and negotiating with property owners, resolving a title concern, structuring a lease, coordinating with local officials, or addressing a dispute between parties, we approach the matter with an understanding of the broader project and its objectives.

Our role is not simply to prepare documents. We work to understand what our clients are trying to accomplish and help identify the legal and practical steps necessary to get there.

Navigating California’s Regulatory Environment

California presents opportunities for energy development across a broad range of industries, but developing a project here can involve dealing with a complicated combination of state and local requirements. Land use regulations, zoning, permitting, environmental review, water rights, property rights, agency requirements, and other legal considerations can all affect an energy project. Depending on the location and nature of a development, a project may also require coordination with county officials, state agencies, federal agencies, or other governmental bodies.

We help clients understand how these issues can affect their projects and work with them to address legal obstacles as efficiently as possible. Our experience with California’s regulatory and land development environment allows us to consider potential problems before they become larger problems. We also understand that regulatory issues do not exist in isolation. A permitting issue may affect a lease. A title issue may affect financing. A disagreement over surface access may affect an entire development schedule. A land use decision may influence the economic viability of a project. By looking at the project as a whole, rather than treating each issue as a separate legal matter, we can help clients make informed decisions and avoid unnecessary complications.

Counsel for a Broad Range of Energy Projects

Our practice is intentionally broad because California’s energy landscape is broad. We do not approach one form of energy development as inherently preferable to another. Instead, we focus on helping our clients understand and address the legal issues associated with their particular project. We represent clients involved in traditional oil and gas development, as well as emerging and established energy technologies. Our work includes matters involving geothermal leasing, solar and wind projects, battery storage, carbon capture and sequestration, carbon storage projects, and other energy and natural resources ventures.

We also work with the people whose property interests are involved in these projects. Underlying owners such as mineral owners, royalty owners, and property owners may need counsel when negotiating leases, easements, surface use agreements, purchase arrangements, or other agreements affecting their interests. Because we understand the perspectives of both project developers and property owners, we can approach negotiations with an appreciation for the business realities affecting all sides. Our goal is to develop agreements that clearly establish the parties’ rights and responsibilities and provide a workable foundation for the project.

Real Estate, Mineral and Water Rights

Land is at the center of many energy projects, and determining exactly what rights exist in that land can be one of the most important early steps in development. Ownership of the surface does not necessarily mean ownership of all of the minerals beneath it. Water rights may be held separately from other property interests. Easements, leases, reservations, rights-of-way, and prior agreements can further affect what a property owner or developer can do with the land.

We assist clients with these and other real estate and natural resources issues. Our work includes reviewing title and ownership interests, addressing title defects, negotiating leases and easements, interpreting existing agreements, and helping parties establish the rights necessary to develop and operate a project.

Our land-focused experience allows us to look beyond the four corners of an individual document. We consider how a particular agreement fits into the overall project and whether the rights being acquired or granted will actually support the intended use of the property. That practical perspective can be especially important when a project involves multiple parcels or numerous ownership interests.

Business Transactions and Project Development

Energy projects require sound business arrangements. Companies may need to negotiate acquisitions, operating agreements, development agreements, leases, joint ventures, purchase and sale agreements, or other contracts governing the relationship among the parties. We help clients negotiate and document these transactions with an eye toward both legal protection and practical business objectives. We understand that an agreement needs to do more than address potential disputes. It should clearly establish expectations, allocate responsibilities, identify important rights, and provide a framework for the parties to work together. Our experience in the energy industry helps us understand the commercial context behind these transactions. We identify provisions that may create problems during development or operations and help clients address those issues before they become obstacles.

Why Experience Matters in California Energy Development

California energy projects can take years to develop. Decisions made during the early stages can have consequences long after a lease is signed or a parcel is acquired. That is why we believe legal counsel should be involved early, rather than brought in only after a problem develops.  Working with an attorney who understands land acquisition, title, energy development, negotiations, and California’s regulatory environment can help identify potential obstacles while there is still time to address them. It can also reduce the need to coordinate among multiple professionals who may each understand only one part of the project.

Our approach is hands-on and practical. We work directly with our clients and the other professionals involved in their projects. We bring parties together, facilitate negotiations, and work through issues that could otherwise prevent a project from moving forward. Alyssa Reed’s experience and industry relationships are an important part of that process. She understands that successful energy development often depends on more than knowing what the law says. It requires knowing how the industry works, understanding the interests of the parties involved, and finding practical ways to get people to the table and keep a project moving.

Statewide California Energy Law Experience

Our substantial experience in Kern County, one of the state’s most important energy-producing regions, informs our approach as we continue to work throughout California. The county’s long history of oil and gas development exists alongside substantial growth in renewable energy and other energy-related projects, mirroring the broader California energy landscape. Traditional energy production remains an important part of the state’s economy and infrastructure, while new technologies and energy sources continue to create opportunities for development.

We believe effective legal counsel should be able to work across that landscape. Whether a client is developing an oil and gas project, negotiating a mineral lease, assembling land for a solar development, pursuing geothermal resources, developing battery storage, or working on carbon capture and sequestration, the underlying legal and land issues require careful attention. Our statewide practice allows us to bring that experience to projects in Kern County and communities throughout California.
